Discovering the Historic Los Angeles Cemetery While Building the Metro Gold Line East Side LRT Extension: A Case Study

Abstract:

On June 22nd 2005, the first day of excavation of the East Portal of Metro's Gold Line East Side light rail transit (LRT) Extension, bones were discovered at the Los Angeles County Crematorium Site. Metro had unknowingly discovered the Historic Los Angeles Cemetery. The site became an Archeological Site regulated under the National Historic Preservation Act. A Treatment Plan was prepared and approved by the State Historic Preservation Office which covered the requirements for the removal, assessment, evaluation, documentation, curation and re-interment of over 170 grave sites containing skeletal remains and artifacts of Euro-american and Chinese individuals dating back over one hundred years. A team of Metro environmental staff, Archeologists, members of a Residents' Advisory Ad Hoc Subcommittee, and members of various Chinese Cultural and Historic Organizations worked together to identify the deceased individuals, analyze the gravesites, study the artifacts and provide for a reburial that would address the diversity and honor the spirits of these forgotten pioneers of Los Angeles. The activities focused on the procedures, techniques and Community Outreach efforts implemented to address this significant historic event, while complying with regulatory requirements and avoiding lost project time .
