Title: SALARY AND WAGE PRACTICES OF STATE HIGHWAY DEPARTMENTS

Abstract: HIGHWAY DEPARTMENT PERSONNEL CLASSIFICATION PROCEDURES AND COMPENSATION PLANS WERE INVESTIGATED BECAUSE OF THE SHORTAGE OF ENGINEERING PERSONNEL IN STATE HIGHWAY DEPARTMENTS. IN SPITE OF THE RELATIVELY LARGE NUMBER OF POTENTIAL CIVIL ENGINEERS NOW IN UNIVERSITIES, THERE IS DOUBT AS TO WHETHER MANY CAN BE ATTRACTED TO STATE HIGHWAY DEPARTMENTS, BECAUSE OF THE LOW SALARIES AND INEFFECTIVE RECRUITING PROCEDURES. IT IS NOTED THAT ALMOST ALL HIGHWAY DEPARTMENT EMPLOYEES HAVE RECEIVED SALARY OR WAGE INCREASES DURING THE PAST FEW YEARS, BUT SUCH INCREASES HAVE BEEN HAPHAZARD AND PIECEMEAL. IT IS RECOMMENDED THAT FEDERAL SALARY LEVELS MIGHT WELL BE ADOPTED AS MINIMUM BY ALL STATE HIGHWAY DEPARTMENTS. HIGHWAY DEPARTMENTS FIND THEMSELVES IN A SITUATION IN WHICH THEY CANNOT COMPETE WITH PRIVATE BUSINESS FOR ADMINISTRATIVE AND PROFESSIONAL PERSONNEL, BUT AT THE SAME TIME REQUIRE THE BEST TALENT FOR EFFECTIVE ADMINISTRATION.
