Abstract:

Following the passage of the most recent federal surface transportation legislation reauthorization, state departments of transportation (DOTs) were granted the option of reallocating specific sources of federal transit funding into their urbanized area grant (Section 5307) and non-urbanized area grant (Section 5311) programs. Some state DOTs have already chosen to take advantage of this flexibility in order to better match available resources with local needs and priorities. However, many other states have not yet utilized this flexibility, either because such funding transfers do not address their needs or because of lack of knowledge about the program. This report examines the recent history of these funding reallocations, with the goal of providing state DOTs across the country with better information to help decide whether such transfers could be beneficial to their states.
