Abstract:

Xplorah is a spatial decision support system. Its adoption by the Puerto Rico Planning Board (PRPB), legally in charge of planning the regional land use and economic development of the Island, sets the stage for formally discussing transportation-land use regional issues in a systematic fashion for the first time in a planning context. The adoption and implementation of the system Xplorah, is a project that started two years ago. Xplorah has a strong land use modeling platform linked to a conventional, simplified four-step urban transportation model, together with demographic and economic models. The project was adopted with the PRPB’s leadership expectations for a more informed, integrated and credible decision making process. This has been a major step that has opened a window for institutional transformation and provides an opportunity to change how land use and transportation planning will be advanced in the coming future. This paper outlines the project, its context and lessons learned.
