Abstract:

This paper introduces an Internet-based, GIS-compatible software tool for crash analysis and safety decision support in Illinois. This state-of-the-art tool not only provides various types of customized crash information via graphical interfaces, but also helps local agencies to develop safety improvement projects. Through this decision-support process, local agencies can evaluate current safety conditions more effectively and utilize available safety funds economically to reduce fatalities and severe injuries. During the system development, several technical challenges have been addressed regarding data quality management and proper statistical modeling. By using the spatial analysis such as buffering algorithms, the system makes it possible to tolerate inaccurate crash locations. For accurate analysis, advanced tools such as safety performance functions (SPF), empirical Bayesian estimation (EB), and crash reduction factors are incorporated into the system to screen highway networks for safety improvement sites.
