Title: An Approach to Identify Areas with Traffic Safety Issues Due to Driver Behavioral Factors - Arizona Experience

Availability: Transportation Research Board Business Office 500 Fifth Street, NW Abstract: There are ongoing concerns related to traffic crashes on our roads and highways currently being addressed by the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU). Traffic safety concerns on our highways are often related to driver behavioral issues as well as infrastructure inadequacies. Based on historical crash data, the most prevalent driver issues include alcohol use, speeding and safety restraint system non-use or misuse. Infrastructure-related and traffic control-related concerns are addressed through engineering improvements. However, driver behavioral issues requiring enforcement, education and public awareness campaigns are often implemented based on local agency willingness to implement such measures rather than needs assessment data. The authors of this paper developed an approach to help prioritize areas within a state for area-wide safety improvement projects and programs in the State of Michigan using crash and exposure data (8). One of the tools they developed was the Safety Performance Index (SPI), which can be calculated for a county, a region or a city within a state from the historical crash and exposure data. The current study in Arizona utilizes the same approach and methodology developed as a part of the Michigan study to identify their usefulness and applicability. This paper explains the study approach and provides the outcome of their Arizona study. This analytic tool can help decision-makers prioritize areas for safety improvement measures dealing with driver behavioral issues.
