Abstract:

This paper examines ways to evaluate qualitative transportation improvements, such as increased convenience, comfort and security, and how these can be incorporated into transport planning. Research indicates that travelers often place a high value on qualitative improvements to walking, cycling and public transit travel, and will respond to such improvements by increasing their use of these modes. However, conventional transport planning and project economic evaluation generally focus on quantitative impacts and undervalue qualitative impacts. This paper describes how qualitative factors can be evaluated applying level-of-service ratings and by adjusting travel time unit costs to reflect convenience and comfort factors. This can expand the range of impacts and options considered in transport planning.
