Title: Status of the Noise Control Infrastructure in the Commonwealth of Puerto Rico

Availability: Institute of Noise Control Engineering Iowa State University, 210 Marston Hall Abstract: This paper describes how the noise control infrastructure of the Commonwealth of Puerto Rico includes various nationwide laws; one nationwide noise control regulation and each municipality has different local noise ordinances related to public order and noise. The oldest noise law is from 1940 and it is followed by multiple others laws and amendments. The two newest nationwide laws are: the Noise Prohibition Act of 2001, which was established for the protection of human and marine life due to underwater noise, and the Noise Awareness Day in Puerto Rico of 2002. The Environmental Quality Board of Puerto Rico (EQB) approved in 1976 the Regulation for the Control of Noise Pollution, which establishes noise limits between two properties (day and night) and levels for individual vehicles, among other limits. The efforts to continue the effective enforcement of this regulation are impacted by the limited local funding, the low priority of the problem in the interest of the population and the lack of Federal Government support at local level. Recent development in our Program have renewed public interest in noise issues and an active campaign has started to increase awareness about the noise problem, as well as environmental noise research at the city level and the development of a Noise Action Plan.
