The concept was to bring both performance measures and data professionals together to share experiences and identify key issues relating to the data sources used to support performance measures. A total of 25 state and MPO representatives participated in active discussion groups, along with 13 others. This proposal was ranked No. 2 in importance by the workshop planning committee that was led by Randy Halvorson of the Minnesota Department of Transportation. The objective of this research is to develop a comprehensive, rigorous set of methods for establishing performance targets to support effective management and accountability for all aspects of transportation. Candidate methods should be drawn from within and beyond the transportation sector, and should include methods used by public agencies and private organizations. Methods can be based on benefit-cost analyses, peer comparisons, industry standards, and other means.
