Title: A Regional Approach to Improving Freight Transportation

Availability: Transportation Research Board Business Office 500 Fifth Street, NW Abstract: The Upper Midwest faces a challenge as freight movement within and through the region is projected to increase significantly faster than capacity. There is a need for a regional approach to deal with freight demand due to four key aspects: the regional nature of freight, the regional impacts of congestion, the link between transportation and the economy, and the need to maintain a competitive advantage for the region’s products. The states in the upper Midwest region developed a vision for future movement of freight comprised of three main elements: cooperation across state and international borders, intermodal systems operation, and adequate systems capacity. In order to draft an agenda to accomplish this vision, the states formed the Upper Midwest Freight Corridor Coalition in 2003. The Coalition has funded research to identify the regional freight issues of the region, develop a knowledge bank of regional-level freight transportation data, and identify priority initiatives for meeting freight demand, regional data needs, and technology opportunities. This paper describes the results of all five research efforts (regional freight issues, identified opportunities, data resources, proposed technology projects, and priority initiatives) and the research and organizational practices followed by the Coalition that led to the drafting of a regional freight agenda and executive level buy-in from state Departments of Transportation on a regional process to address freight demands.
