Availability: Transportation Research Board Business Office 500 Fifth Street, NW Abstract: The research and lessons learned from early ITS deployments have concluded that the processes by which goods and services are procured represents a major obstacle to transportation agencies responsible for the implementation of these systems. In an effort to aid state and local transportation agencies with the identification of appropriate procurement methods, this paper presents a model of the contracting process, and describes an innovative approach to the selection of the best elements of the model to support the acquisition of ITS consulting, outsourcing and/or system implementation services. An appropriate ITS procurement approach must be flexible enough to mitigate risks associated with complex system acquisitions, but, at the same time, rigid enough to protect stakeholder interests. The challenges associated with procuring ITS have been well documented over the years. Based on the comprehensive literature review and survey this paper presents a decision model that outlines a step-by-step process for determining an appropriate procurement approach for a given ITS project. The decision model has considered systems engineering principles, characteristics of the system being procured, as well as (organizational and institutional) characteristics of the environment in which the system is being procured.
