Roughly half of the state departments of transportation (DOTs) in the United States have begun using utility coordination consultants to perform routine tasks associated with accommodating and relocating utilities on highway rights-of-way and previously performed only by DOT employees. Consultant involvement is expected to increase significantly because of increased highway construction budgets and capped or reduced numbers of DOT employees. The AASHTO Highway Subcommittee on Right-of-Way and Utilities surveyed its 52 member states in 2006 on the status of their use of utility coordination consultants, and 29 members responded. This paper takes the results of that survey and opinions from transportation professionals expressed at the 2006 AASHTO–FHWA Subcommittee for Right-of-Way and Utilities Conference in Baltimore, Maryland, to define the current and projected use of utility coordination consultants. It provides statistics and quotes from the survey results to describe the rates of consultant use, typical work items, the qualifications for inclusion on approved consultant lists, beginning and end points for consultant work, the satisfaction of DOTs with the consultants’ work, and other issues useful to DOT managers and utility coordination personnel.
