Abstract:

This paper examines how several regions in the U.S. measure travel and emission impacts from their ozone action day public education programs using telephone surveys of drivers. It summarizes the evaluation experience of the San Francisco Bay Area’s Spare the Air program, the first of its kind in the U.S. This research identified six other regions that are either 1) measuring travel behavior impacts (Phoenix, Austin and Louisville), or 2) measuring both travel and emission impacts (Sacramento, Birmingham and Cincinnati). The paper compares and contrasts the survey questions, methodologies and results from these areas and formulates a set of conclusions and recommendations for more accurately measuring travel behavior changes from ozone public education campaigns.
