Abstract:

The author, 2006 Chair of the Transportation Research Board Executive Committee, reflects on the past and future of the Interstate Highway System (IHS). He observes that the history of the development of the IHS makes clear that analysis, research, and investigation were at the foundation. Design standards, materials, right-of-way requirements, bridge loadings, and other critical components of highway design were in place before the program started. He notes that similar data-based, problem-focused, and performance-measured efforts are now needed to enhance the system's performance.
