He observes that the history of the development of the IHS makes clear that analysis, research, and investigation were at the foundation. Design standards, materials, right-of-way requirements, bridge loadings, and other critical components of highway design were in place before the program started. He notes that similar data-based, problem-focused, and performance-measured efforts are now needed to enhance the system's performance.
