These systems are a valuable means to direct people to avoid, respond, and recover from disasters. ATIS/511 distributes real-time travel conditions via commercial/media information service providers and through government agencies. The commercial media uses broadcast television and radio, internet, fleet subscription services, and more. Public agencies use 511 telephone, internet, and highway-located changeable message signs, etc. California has several regional ATIS/511 routinely providing traffic and road conditions, transit/rail and other information. Examples are the Bay Area 511, SacRegion 511), Southern California "Smart-Traveler;" Caltrans Highway Information Network (CHIN); and YATI (Yosemite Area). These have proven their value in many situations: The Northridge Earthquake, the San Diego fires, and Amber Alerts to name a few. ATIS/511 have credibility at the national. ATIS/511 deliver real time information to drivers as they approach emergency areas. Beyond the immediate area, ATIS/511 widely distributes the information regarding usable transportation facilities and directions essential to avoid panic and gridlock traffic congestion through raging fires on impassable roads. The paper explains the need for ATIS/511 in emergency response planning. It elaborates on ATIS/511 advantages and limitations.. The authors argue that emergency response planning should include ATIS/511 through MPOs and Caltrans TMCs. They recommend system performance and associated benefits for integrating ATIS/511 in emergency response planning.
