Title: Method for Prioritizing Ancillary Works on Road Networks

Availability: Transportation Research Board Business Office 500 Fifth Street, NW Abstract: The Highway Design and Management model, HDM-4 currently in use in many countries, identifies best maintenance strategies for pavement works and then prioritizes activities at network level. HDM-4does however not cover ancillary works (drainage, retaining walls and safety barriers). In Lebanon, the cost of ancillary works represents, on average, a third of the total contracted maintenance work each year. Ancillary work interventions are currently implemented on request and there are no procedures for justifying or ranking investments. The decision for the construction of ancillary works is made on non-scientific basis. The financial resources are however scares and there is clearly a need to establish a rational procedure for ranking the investments which should be economically sound and user friendly. This paper presents a simplified procedure to assist decision makers in prioritizing ancillary works based on agreed criteria. Establishing the priorities of ancillary work interventions requires a selection process consisting of a combination of screening and ranking procedures. The screening process reduces the number of investment alternatives. This is done through targeting specific sections which require emergency treatment based on risk indexes. A cost-effectiveness analysis is then applied to rank candidate sections based on their impact on road users. Once more, the research findings show that the use of cost-effectiveness analysis is adequate in situations where benefits cannot be measured in monetary terms, or where their measurement is difficult.
