Availability: Find a library where document is available Abstract: This synthesis focuses on the changes that occurred between 1994 and 2004 to practices and strategies being used to control the impacts of winter weather on the safe and efficient movement of traffic. Winter highway operations integrates snow and ice control strategies and activities, traveler information, traffic operations, weather effects, environmental impacts, incident management, and customer information. Winter weather is experienced as snow and ice accumulation on pavement, fog and reduced visibility, rockslides, and high winds throughout North America. This synthesis reports that experienced and well-trained highway maintenance personnel are the most valuable resource in transportation agencies' winter programs and targets as the intended audience frontline and mid-level supervisory winter maintenance decision makers and planners in the United States. Survey responses were received from 13 state departments of transportation, 6 Canadian provinces, and 3 Canadian municipalities. The state of the practice was developed based on these responses, capturing changes that have occurred at the planning, managing, and operations levels of winter highway operations.
