Availability: Find a library where document is available Abstract: This resource paper discusses the trends associated with the evolution of waste management statutes and regulations. The significant changes include reduced emphasis on federal controls, with a concurrent increase in state involvement; alternate liability schemes that move from strict and joint liability to proportionate shared liability; increasing adoption of risk-based cleanup standards by states; the implementation of environmental management systems that lessen the need for existing command and control regulatory systems; and life-cycle thinking in laws and regulations, in materials selection, and in facility/infrastructure design, which promotes sustainable transportation systems.
