Availability: Find a library where document is available Abstract: The current decision-making paradigm used in the development and implementation of transportation projects has grown out of the regulatory and analytical processes from the 1960s and 1970s. The approach segments the environment and the transportation systems. This paper suggests that a paradigm shift is necessary to ensure that the environment, together with other key transportation factors that influence the decision-making process, are more effectively integrated in a cost-effective and efficient manner. For transportation projects to be successful in the 21st century, environmental considerations must be part of a systemic decision framework that encourages sustainability and environmental stewardship. Furthermore, the framework must be inclusive of all interests, so that informed decisions can be made that fairly represent various stakeholders.
