Title: QUALITY-BASED PERFORMANCE RATING OF CONTRACTORS FOR PREQUALIFICATION AND BIDDING PURPOSES

Abstract: The purpose of this study was to develop a comprehensive quality-based rating system that will be effective in prequalification systems and bid evaluation. The report is presented in seven chapters. Chapter 1 is a basic introduction and discussion of the tasks of the project. Chapter 2 summarizes the literature review. Chapter 3 discusses the factors identified as candidates for the model and the rationale behind the factors selected. Chapter 4 presents discussion of model formulations and the formulation based on the information obtained from focus group sessions and other sources. Chapter 5 describes the data collection, analysis, and model validation for the project. Chapter 6 is a discussion of implementation issues for the proposed quality based system. Chapter 7 presents the research conclusions and related observations along with recommendations for future work on the model.
