Abstract:

This CD-ROM contains conference highlights, presentations and other materials from the 2003 Safety Conscious Planning (SCP) Leadership Conference, held in Washington, D.C. and hosted by the Transportation Research Board (TRB). This was the second SCP Leadership Conference. The objectives of the conference were to (1) provide a progress report on the 2002 Leadership Conference recommendations, the SCP action plan and other related activities, (2) identify and discuss actions and strategies precipitated by the SCP forums (12 forums had been organized by the end of FY 2003), (3) discuss current best practices for incorporating safety into the planning process through reports from the research community and the experiences of practitioners with safety and planning responsibilities, and (4) provide a networking forum and opportunities for information sharing among the participants. The conference agenda included a number of expert presentations on good practices in planning processes and tools as well as discussions about the reauthorization of the Transportation Equity Act for the 21st Century (TEA-21). Facilitated "Table Top" discussion groups were a highlight of the conference, providing participants with the opportunity to get acquainted, share information, comment on the conference itself and make recommendations for future events. During an evening reception, participants were afforded the opportunity to meet and hear remarks from Rick Pain (TRB), Cindy Burbank (FHWA Planning and Environment) and George Ostensen (FHWA Safety). The conference concluded with an interactive discussion on SAFETEA (Safe, Accountable, Flexible and Efficient Transportation Equity Act of 2003) led by Jill Hochman (FHWA, Office of Interstate and Border Planning), Mike Halladay (FHWA, Office of Safety) and Rick Pain (TRB).
