Availability: Find a library where document is available Abstract: This article presents the point of view of a retired vice admiral, based on a presentation at the Transportation Research Board's 25th Annual Summer Ports, Waterways, Freight, and International Trade Conference in Norfolk, Virginia, in July 2000. It calls for the United States to reform its patchwork maritime policy to ensure a U.S.-flag merchant fleet capable of: meeting the military's need for surge and sustainment sealift; providing the crews for the government's portion of a sealift force; transporting domestic waterborne commerce; and maintaining a U.S.-flag presence in international maritime trade.
