Three issues are addressed in the paper: What key questions should policy makers be asking? How well do existing data and tools answer these questions? How do we improve the data to answer key questions? The paper concludes that transportation systems in general have a positive and statistically significant but small effect on several economic outcomes. The glaring deficiencies in the research are the lack of a deeper understanding of the avenues by which these linkages occur and a more comprehensive investigation of the effect of transportation on a broader scope of outcomes. As highways become more mature and the economy more developed, stakeholders who value and advocate outcomes, such as smart management of growth, job creation, quality of life, or environment quality, will demand that these outcomes be closely scrutinized and promoted when investing in new infrastructure projects. Knowledge of these linkages will be more than a way to justify new expansion. Proper and accurate assessment may be crucial for stakeholders to permit future investment to take place. Four proposed research statements are offered with brief descriptions of the research problem, work to be performed and cost estimate.
