This paper, authored by members of the Transportation Research Board Committee on Railroad Track Structure System Design, provides an overview of the issues facing the field in the 21st century. The need to take a systems design approach to ensure cost-effectiveness and enhanced system performance is highlighted. Technological advances necessary to further the state of the art in railway design are outlined. Future challenges, including the need to develop public-private partnerships between railroads and governmental/non-profit organizations and future funding needs, are discussed.
