Abstract:

The U.S. Department of Transportation has conducted a drug and alcohol prevention and testing program since the 1980s. This program applies to approximately 8.3 million safety-sensitive transportation workers. Random testing rates are adjusted yearly in accordance with actual positive test results for each mode. The program has been successful as measured by the decrease in the rate of positive results during the last few years. This article gives an overview of the U.S. DOT program, followed by a look at the problems and issues faced by the modal administrations in implementing the program.
