A design process that allows selection of support columns that limit lateral deflection of the barrier due to wind load is introduced along with discussion that focuses on fabrication and installation of components of the prototype noise barrier. Analysis of the structure includes monitoring of response to environmental factors such as exposure to ultraviolet radiation and testing of acoustic insertion loss.
