Abstract:

The persistent drinking driver is an individual who continues to drink and drive repeatedly, often at very high blood alcohol levels. This paper discusses possible enforcement strategies for dealing with such individuals, impediments to implementation of these strategies, and ways to facilitate more effective efforts. It addresses efforts by police and considers the impact of expanded enforcement on the courts.
