The program is used to optimize the performance of urban signal systems with respect to delay, number of intersection stops, and, most significantly, fuel consumption. The fuel consumption algorithm that has been used in the TRANSYT-7F program produces estimates that are not representative of the performance of the current U.S. vehicle fleet. A new set of interrelated algorithms that consider current vehicle fleet performance is described as well as a number of other factors for estimating fuel consumption. Besides considering fuel consumption, these algorithms have been expanded in scope to include estimates of air pollutant emissions and user costs. These additions and changes will result in the expansion of the TRANSYT-7F performance data summary to cover a wider range of measures of effectiveness describing the quality of traffic signal system performance.
