Availability: Find a library where document is available Abstract: The problem statements in this circular represent a composite of efforts by eight of the Transportation Research Board Group 3, Section C committees. A standard system was not used to establish priority ratings and committee chairmen used different systems. The ordering of statements under individual committee listings reflects that committee's evaluation of priorities. The committees are as follows: A3C01 - Maintenance and Operations Management; A3C04 - Traffic Safety in Maintenance and Construction Operations; A3C05 - Pavement Maintenance; A3C08 - Maintenance Equipment; A3C09 - Winter Maintenance; A3C12 - Coatings, Signing and Marking Materials and A3A04 - Visibility; A3C13 - Sealants and Fillers for Joints and Cracks; and A3C14 - Adhesives, Bonding Agents and Their Uses. Each problem statement contains a brief explanation of the problem, the objectives, current activities, and a statement on urgency.
