Abstract:

The Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA) provides the authorization to continue the nation's highway and motor vehicle safety programs administered by the National Highway Traffic Safety Administration (NHTSA). This article discusses the three laws under which NHTSA's most important programs are authorized, highway safety trends, NHTSA research and analysis and the implications of ISTEA, and NHTSA research activities planned for 1992-1996.
