Digital Copy: Availability: Find a library where document is available Abstract: This article discusses the implications of the Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA) for the Federal Railroad Administration research and development program. In summary, ISTEA substantially expands attention to research on high-speed ground transportation, for which the FRA is responsible. The principal magnetic levitation (maglev) feature in the legislation is the National Magnetic Levitation Prototype Development Program. The High Speed Ground Transportation Act of 1966 is amended in ISTEA by the addition of a new section that directs the Secretary of Transportation to lead and coordinate federal efforts in the research and development of high-speed ground transportation technologies. Several other provisions of ISTEA that are important for maglev and high-speed rail are discussed.
