Availability: Find a library where document is available Abstract: This paper discusses the planning for the Kansai International Airport, Osaka, Japan. The background is first reviewed, including the conditions at the present Osaka Airport and the government's fiscal situation. Plans and goals for the new airport are then presented, followed by a discussion of three outstanding issues which have yet to be dealt with. These issues concern the overall regional plan, international cooperation, and the attractiveness of Osaka as a center for research.
