Abstract:

The City of Des Moines, Iowa, has contracted for vehicle maintenance services with one contractor since 1983. The city's experience has been very positive. To provide insight into equipment vehicle maintenance contracting and why it has been a success, this paper discusses the following: the condition of equipment maintenance for the City of Des Moines and the chain of events that led to contracting for maintenance services; the development of the contract and the city's relationship with the contractor; how contracting has affected vehicle maintenance performance; and the attributes that make for a good relationship between contractor and public agency, based on the Des Moines experience.
