Abstract:

When making investment decisions for roadside safety, benefit-cost methods are used to compare alternative projects. This paper presents an overview of benefit-cost methods. Included in the discussion are comments on the recommended discount rate, the use of incremental benefit-cost analysis, recent research on accident costs, and the methods of estimating accident severities and costs at a location.
