Abstract:

This study will identify and analyze low-cost, practical and efficient measures to improve the cost structure of waterway transportation. The study will also identify alternatives to reduce or eliminate barriers to implement such measures. Four general categories of efficiency measures will be studied: tow efficiency, waterway efficiency, vesssel/barge management, and public management efficiency. The efficiency measures will be evaluated through computer modeling techniques. The efficiency measures will include those that can be implemented by private or public organizations.
