Availability: Find a library where document is available Abstract: This paper describes how the impact fee provisions in Montgomery County, Maryland (impact fee ordinance has several distinctive characteristics designed to fit the County's particular growth environment) will add even more significance to the County's master plan and the staging process. The particular problems facing the County are outlined, and the institutional setting for planning is described. The development impact fee ordinance of 1986 would charge a fee at the issuance of a building permit for all new development in certain areas of the County. The fee schedules are classified according to land use. The private sector share of impact of highway costs is noted, and the calculation of the fee schedule is set forth. The aspects of participation agreements and credit provisions are considered. It is emphasized that the key to an effective impact fee program is its integration with the pertinent elements of the master plan and staging plan: the planned facilities, the planned development mix and density, and the level of service requirements.
