Record URL: Availability: Find a library where document is available Abstract: Transportation agencies must grapple with a broad range of trends and issues that influence and act upon the systems they manage and operate. Issues include climate change, goods movement, changing centers of population and economic activity, and telework, among others. These trends and issues have been identified through multiple research efforts within the Transportation Research Board (TRB) and the National Cooperative Highway Research Program (NCHRP). Examples include Renewing the National Commitment to the Interstate Highway System: A Foundation for the Future (CIHS), Critical Issues in Transportation 2019 (CIT2019), and the broad-ranging NCHRP Report 750 Foresight Series. These trends and issues are, in effect, pressures on the transportation system that influence system performance and the ability to meet system management objectives. The objective of this research project is to develop an analytic framework that aids state transportation agencies and others when integrating these trends and issues into their system management decision-making. The analytic framework is designed to work at the macro program level, not at the individual project level. To accomplish this objective, the trends and issues identified in the CIHS and CIT2019 reports and by the research team, were evaluated and connected to system performance objectives in an analytic framework. The analytic framework presents the relationships between and among system objectives and the trends and issues that influence them. The framework can help structure thinking, heighten awareness of the relationships, and facilitate ways of organizing and absorbing the complexity of relationships that inform multi-faceted decision-making.
