Availability: Find a library where document is available Abstract: The objectives of this paper are: (1) Provide several insights pertaining to rural population distribution and characteristics of the rural vehicle fleet and rural travel; (2) Identify specific problems that might arise if a petroleum shortfall of sufficient magnitude and duration to affect rural areas were encountered; and (3) Suggest a set of institutional arrangements that could provide effective communication links and facilitate implementation of coping measures in rural areas and small cities. Data are first presented on the United States, then the focus shifts to the state of Missouri and a six-counties rural area served by the council of governments known as the Meramec Regional Planning Commission.
