Availability: Find a library where document is available Abstract: In the event of a major disruption in fuel supply, transit operators have no emergency fuel supply security other than reserve arrangements they have made themselves. Faced with the absence of federal regulations and possible energy uncertainty, the municipality of metropolitan Seattle (Metro) made a policy decision to secure its own fuel reserve. This paper covers fuel supplies and future fuel requirements, determination of a location for fuel storage, security, quality control management, environmental considerations, and cost.
