Abstract:

Questions concerning training are discussed from the trainer's point of view and it is observed that they could form a basis for developing a national plan for training. The questions are as follows: how can we reach the millions of response persons and the general public who need some kind of mass education? What is the training need? What are the different kinds of training and their effectiveness? Who would enforce whose regulations? Who designs curriculum and certified graduates? and What are the cost considerations of training?
