Digital Copy: Abstract: Despite the fact that less federal funds will be available for TSM-type projects and despite the fact that there are some serious impediments to TSM project development and implementation, many groups, including the National League of Cites (NLC), have been and remain strongly committed to the TSM concept. NLC constituents believe that once federal, state, and local responsibilities for transportation finance are clarified and funding for transit and highway improvements is stabilized, cities will once again find the TSM approach an attractive one.
