Abstract:

The potential impacts of station retrofitting for the handicapped are considered under three headings: safety and security, service, and cost. Accessibility related devices including vertical movement facilities must be carefully engineered and tested before general use. Degradation-of-service attributes and discussed. The addition of accessibility-related devices to a station will increae its direct operating and maintenance costs. The question must be asked: "if the transit operator must bear additional costs, then, can the system operate successfully?"
