Abstract:

Transportation agencies across the country are struggling to retain and hire staff. The ability to hire new people and keep quality people is both an essential element and an indicator of an organization’s success. This article looks at what new workers are looking for in a workplace, what is driving those expectations, the gap between expectation and reality, and what can be done to close that gap and improve attraction and retention. Interviews with seven interns just starting at state departments of transportation revealed issues with work process documentation, workplace culture, and generational differences. Three key strategies to attract and retain employees are outlined with best practices including (1) Aligning leaders on vision, mission, and values, setting the tone with strong leadership; (2) Focusing on workforce engagement through training and mentoring, problem solving in cross-functional teams, and conducting new employee orientations; and (3) Managing change and aiming for continuous improvement.
