Availability: Find a library where document is available Abstract: This paper outlines the similarities and differences of three alternative gasoline-allocation plans. These three approaches are defined as follows: (1) Gasoline rationing with fixed allocation of coupons, maintenance of price controls, and an uncontrolled white market for coupons (i.e., fixed-quantity rationing); (2) Gasoline rationing with government sales and purchases of ration coupons at an administratively determined price and elimination of price controls (i.e., fixed-price rationing); and (3) Administratively determined gasoline tax with revenue rebate and elimination of price controls.
