Abstract: This paper examines the effectiveness of quality programs that inspect asphalt paving productions and operations to enhance highway performance. Quality programs follow the production of asphalt mixes from stockpiles to finished road surfaces. Asphalt mixes must match a target mix design to achieve optimum performance, but it is often not realistic to meet the exact target. This paper determines a range of acceptability within which the mix can deviate from the design without a detrimental effect on performance.
