This paper is in response to a call for papers on “Issues in Modeling Statewide Travel Demand” issued by the Transportation Research Board (TRB) Statewide Travel Demand Forecasting Joint Subcommittee of ADA10 and ADB40. Statewide travel demand forecasting models, nearly non-existent prior to the 1990s, have flourished over the past 20 years as state Departments of Transportation respond to more recent Federal requirements for statewide planning. This paper describes an approach that uses multiple statewide travel demand forecasting models to estimate trip diversion and induced travel anticipated from completion of a new interstate highway. The resulting estimates of diverted and induced trips were subsequently used to update external trips in an urban transportation planning model to provide more detailed traffic forecasts by segment, interchange, time-of-day, and different tolling scenarios.
