Title: Analysis of Pavement Condition Survey Data for Effective Implementation of a Network Level Pavement Management Program for Kazakhstan

Abstract: Pavement roads and transportation systems are crucial assets to promote political stability, economic growth and diversification, and social development in developing countries. Maintenance backlog and high capital cost of road rehabilitation require tools for effective pavement evaluation to assure the best value of the investment. For this, International Development Banks are introducing Performance-Based Maintenance (PBM) Contracts in developing countries. This research presents the development of a methodology for the analysis and evaluation of pavement collected data for the maintenance planning using functional and structural measurements at the network level. This methodology focuses on the data processing and assessment procedures using survey data to determine each section’s maintenance treatments needs; this will further establish the foundation of a network level decision-making process aligned with international standards for supporting the application of strategic level business planning analysis.
