Abstract:

This paper discusses the perspective of a city manager toward transportation planning. Discussion includes: various backgrounds of elected decision makers, the various areas of understanding involved in the local decision making process, the different levels of responsibility involved in the process, and the various relationships between transportation plans and planners and decision makers. It was concluded that the most important levels of responsibility for elected decision makers usually involve land use and zoning. Thus, it behooves transportation planners to work more effectively with local elected decision makers to improve the transportation planning and programming process.
