Title: Research Pays Off: Georgia’s Path to Innovation: Alternative Delivery Breathes Life into State

Availability: Find a library where document is available Abstract: In 2003 and 2004, Georgia passed key legislation that allowed the use of public-private partnerships and design-build (DB) methods. These new alternative delivery approaches, however, contrasted sharply with the usual way Georgia DOT functioned. A research-focused approach enabled Georgia DOT to strengthen institutional knowledge and resulted in a report authored by Georgia Tech, "Recommended Guide for Next Generation of Transportation Design–Build Procurement and Contracting in the State of Georgia". Georgia DOT also developed a Design-Build Manual partially based on lessons learned through collaboration with other State DOTs. Armed with lessons learned, a respectable track record, and practical research results, Georgia DOT is turning alternative delivery into a statewide practice, particularly with the new Major Mobility Investment Program (MMIP), which sets aside $11 billion for 11 initial projects statewide to be under contract by 2026. The successful use of repeatable best practices gives the agency confidence in delivery of MMIP, which is not achievable on the same accelerated timeline by traditional delivery methods.
