Abstract:

Over 3,000 airports in the United States have received an Airport Improvement Program (AIP) grant from the FAA for airport planning or development, and many of these airports receive grants on a yearly basis. Each AIP grant currently issued by the FAA comes with certain requirements that must be met. There are 39 numbered requirements, called Grant Assurances, that cover a broad range of topics, from construction wages paid on an AIP funded project, to fees charged for the use of an airport. Many of these 39 Grant Assurances themselves contain multiple requirements. Complying with each requirement can be challenging for airports, especially small airports with minimal staff, and failure to comply can disqualify airports from federal funding. This Guidebook is intended to provide a comprehensive summary of all the requirements included in the 39 Grant Assurances applicable to airport Sponsors (owners or operators of the airport that execute the AIP grant agreements containing the Grant Assurances). The Guidebook describes the requirements, identifies actions that are required, those that are prohibited, identifies exceptions, describes the duration and applicability of the requirements, and discusses the potential consequences of non-compliance.
